Shortage of Electricity in Pakistan

The country is facing a huge electric power crisis today. This crisis appears insurmount able in the near or even long-term future, unless proper under standing and correct implement ation is undertaken on priority basis.

The power shortfall is worsening as temperatures are rising and the demand hit summer peak of around 16,500MW.

The generation during the peak hours is only 9,300MW, according to official claims, which may have a measure of exaggeration in it.

On average, the generation is around 8,000MW only, leaving a shortfall of around 8,500MW at any given point in time during the day.

It is forcing the planners to resort to even more loadshedding, which has already hit 18 hours.

The urban centres are facing up to 20 hours of loadshedding and rural feeders went virtually without power.

The Federal Minister for Water and Power, Khwaja Asif, is spending more time in TV studios than doing anything to solve the problem.

His predecessor, the caretaker Power Minister, Mussadaq Malik, during a press conference admitted that power planners fudged demand figures to make it less threatening. That precisely seems to be the situation, when all power sector officials insist that demand is only 15,300MW. Their insistence is despite the fact that mercury has hit summer peak both in Punjab and Sindh. The demand rises by 1,500MW to 2,000MW during monsoon only, otherwise it spikes when temperature hits mid-40s.

In 2012, the peak demand during monsoon was over 19,000MW. By that calculation, the total demand should now be in the vicinity of 17,000MW, which power sector is insisting at 15,300MW.

“The sector seems to be collapsing because no one is in-charge,” says a former head of the National Transmission and Dispatch Company (NTDC).

The new Minister so far has neither taken any decision nor attempted to set the things right. Rather he has only let things go in a direction set by the PPP government.

So far, no attempt has been made to recover receivables either from the government sector or private ones. This could have given some breather. The government departments and the FBR owe billions of rupees. The KESC alone owes around Rs50 billion, the Punjab government owes Rs10 billion.

Meanwhile, Lahore’s power is sometimes cut to a meagre 1,500MW against total demand of 4,200MW. By evening and later in the night, almost 70 per cent of the city plunges into darkness.

“The National Power Control Centre (NPCC) is switching the supplies off without even informing us,” said an executive engineer of Lesco. Currently, the entire control of supplies has shifted to NPCC. In the name of balancing demand and supply, the centre is switching off supplies at will. The Lesco staff is as helpless as consumers and is only there to take flak from consumers, he maintained.

The electricity shortfall was estimated to cross 4200MW, or 35 per cent of the country’s demand, by end of December 2009 because of massive reduction in water discharges for irrigation and resultant fall in hydropower generation.

This will result in a countrywide loadshedding of seven to eight hours a day.

The Indus River System Authority (Irsa) has decided to reduce water releases from Tarbela dam to 10,000 cusec with effect from Dec 26 from the current flows of 28,000 cusec.

Likewise, releases from Mangla dam would be reduced to 5,000 cusec from the current 21,000 cusec.

The total power generation by December 2009 stands at about 11,500MW against a demand of about 12,600MW, leaving a shortfall of about 1100MW.

The peak hydropower generation currently stood at around 3,545MW which would drop to about 400MW from Feb 26 when the revised water management plan comes into force.

At present, Wapda is generating about 1400MW from Tarbela,

1160MW from Ghazi Barotha,

694MW from Mangla and

about 280MW from Warsak, Chashma and small dams put together.

The generation from hydel resources would decline by more than 3,000MW a day and increase the shortfall to more than 4200MW.

A 500MW shortfall translated into an average countrywide loadshedding of one hour a day.

At present total power production capacity in the country is about 19,500 MW, out of which Hydel Power is only 6,500 MW, balance of 13,000 MW is thermal either using Natural Gas or Furnace Oil. Small capacity of 450 MW is Nuclear and only 150 MW is through coal.

Although gas is to be provided for 5800 MW to various thermal plants, but in actual fact much less gas is being made available, the deficiency is being filled through furnace oil. It can be inferred that in the recent past, only furnace oil was used as fuel for about 9000 MW generation.

It is very important to understand the consequence of the prevailing situation. Current price of furnace oil is about Rs 49,000 per ton, which amount upto Rs 49/- per kg. On an average one kg of furnace oil produces 3.8 kWh of electricity. Thus, the cost of furnace oil for generating one unit of electricity is about Rs 13. On top of this the fixed cost of a thermal plant works out to be about Rs 3 per unit. Therefore, one unit (kWh) of the electricity produced by all thermal plants using furnace oil is Rs 16 per unit. According to WAPDA/IPP agreement, the private power producers will charge WAPDA the actual fuel cost for which they have a direct contract with PSO. As we all know that WAPDA tariff charged from the consumers is about Rs 5 per unit (kWh).

The production cost of furnace oil electricity is Rs 16 per unit, add to it the transmission, distribution cost (including loses), “the total cost of such electricity works out to approximately Rs 22 per kWh. The difference between WAPDA tariff and the furnace oil electricity is Rs17 per kWh.” It is estimated that the country consumes at least 25 billion units of electricity produced annually through furnace oil, which amounts to the total deficit of Rs 425 Billion. If WAPDA has to balance its books it would require a subsidy of Rs 425 Billion. This deficit is somewhat reduced due to cheap power produced through hydel energy and natural gas, but the deficit cannot change substantially, unless bulk of electricity is produced through hydel energy. Obviously, a deficit of Rs 300-350 Billion cannot be sustained, the government does not have resources to pay such a huge subsidy, it is also not feasible to increase the power tariff very much. Therefore the power crisis is far greater than what is being perceived. In the absence of extremely heavy subsidy, WAPDA is delaying payments to IPPs and also to the oil companies. The result is that IPPs are now producing much less electricity than their capacity.

To any planner, it should be obvious that the country cannot afford electricity produced through oil. Indigenous fuels like coal, gas, atomic will have to be developed and developed quickly. The final solution however lies in depending on the hydroelectric renewable energy, but unfortunately the narrow minded bickering on construction of dams has persuaded the planners to find an easy solution, which we cannot afford any more. Since the shortage or high price of electricity has severe detrimental effect on all sectors of economy, the situation calls for concerted short-term, medium-term and long-term actions to overcome the problem of energy shortage.

Way Forward: In the short-term, the shortages have to be somehow met. The foremost immediate action which can give some relief is the conservation of energy. The government has already announced certain measures like shutting down power on billboards, hoardings and neon signs. Recently in Lahore supersize televisions have been installed on important traffic points. In order to keep the temperature down air conditioners are installed behind these sets. In spite of government directions, the energy saving measures are not being implemented. Shops use excessive lights, which can be conveniently reduced. A suggestion that cities be divided in zones, and the market on these zones be closed on different days, can also save peak time energy usage. In order to implement conservation measures, the nazims, naib nazims should visit the areas and try to convince and negotiate with the people, shopkeepers etc requesting them to cooperate in the overall interests.

At present the IPPs, and WAPDA owned thermal plants are averaging about 50 percent plant factor, which means that they are not being used to their potential level, 70 to 80 percent plant factor is quite feasible; this would require better maintenance of such plants. A higher plant factor on these power stations can provide 20 to 30 percent more energy, which will circumvent the present shortages to a certain extent. Improving the plant factor of the existing plants is far more economical then setting up new plants, although new plants will still be needed. One of the reasons for low plant factor is that the funds are not made available for the purchase of oil, solution for this factor will help in short term increase in energy production. The government has announced that immediately 1200 MW of additional plants will be set-up. If these plants will operate on furnace oil, the deficit will further increase. At present the country has about 28 Trillion cft of recoverable gas available, the yearly consumption is about 1.2 Trillion cft, which means that even if gas consumption is increased, the existing recoverable gas will be sufficient for the next 15 years. Therefore the additional thermal generation should be based on gas, but in order to make additional gas available, the gas pressure and its transmission system will have to be enhanced. The money saved by using gas instead of furnace oil, should be invested in developing new gas fields which have already been discovered.

Mid and Long Term: The oil prices are not going to come down drastically, therefore all efforts are needed to stay away from oil. For thermal plants only Coal and Natural Gas should be used. Vast deposits of coal exist at Thar, but it is inconceivable why the mining of this coal has not yet started. There are a number of new gas fields discovered; but their development has been put on the back burner, again for some unknown reasons. The gas purchase agreement with Iran be finalised immediately, even without India. A large power station using this gas can be installed at Gwadar, 500 KV transmission lines can bring the power to load centres. In addition agreement with Kazakistan be persued diligently for the import of gas.

Currently the country loses 29 billion units of electricity annually due to heavy losses in the system. All efforts must be genuinely applied to reduce the losses. If losses are reduced by even 5 percent, the saving will be over 7 Billion rupees.

For hydroelectric projects, the large ones can only be built on the Indus River, where not only hydroelectricity can be produced, but highly needed water storage can also be a by-product. Some legitimate objections on the environment and social impacts of large dams are there, but solutions for such objections can be satisfactorily found. The will of the government leaders is needed, with the present coalition partnership in the centre, matters can be resolved. Experts from various provinces can get together and put forward a solution for mitigating the objections. It was due to the clear vision of the leadership that the Tarbela Dam was constructed, without which where would we have been today. Similar visionary approach is needed and needed now.

There are a number of other attractive runs of the river hydel projects which are being offered to the Private Sector. None of these projects have yet started, because the tariff is still not finalised. With the huge losses being accumulated in thermal plants, again it is strange that the hydel projects in the private sector are not being encouraged. Under the present circumstances, a rational and market oriented policy has to be adopted, hopefully the present government will immediately look into this.

It is good to know that the work on Neelum Jhelum Hydro Project (900MW) has started by WAPDA.

The current power crisis is grossly due to very high oil prices, and the country has to prepare itself at least for the next several years to somehow cope with it, since no immediate cheaper alternate solutions are available. It has been a big set back that new Hydel Projects have not been undertaken, neither the indigenous coal mining has started, investments in the existing as well as new gas field have been lacking. The policy orientation needs a drastic modification and indigenous resource like hydel energy production as well as development of coal mining and new gas fields should be the top priority.

CeilingElectricity is the backbone of a country as millions of tasks, around the clock, are done with the help of electricity in industries, homes, offices, hospitals, schools and so on. Hence, for sure, a country’s economy is seriously linked with its energy reservoirs.

Due to the on-going countless hours without electricity in Pakistan, it has become a grave concern of each Pakistani today on how to get rid of this situation. In fact this situation has raised the index of depression, stress and anxiety in society. Every soul is cursing the governments (current past) for not giving proper importance and taking concrete steps on this subject.

However, few focus on the solution of this crisis. Probably 99% of inhabitants think that construction of new dams is the only solution to the problem. This is a major sign of misunderstanding and unawareness because there are several other techniques, if wisely adopted can bring adequate improvement in resolving energy crisis.

Below are a few steps for managing the situation at grass root level. The steps mentioned below are in the format of self-audit so that the reader can feel the sense of self accountability. If the answer to these questions are in negative then there is no need for cursing the government because the reader too, unfortunately,  not playing your role just like the government agencies and ministries.

1-    Have I replaced the High Wattage bulbs with the Energy Saving bulbs at my home, shop and/or office? I have to understand the fact that when I replace only one 80 watt bulb with 15 watt energy saver, I will save 65 watts. If one million people do the same, then overall 65 million watts (6500 KW or 65MegaWatts) of electricity will be saved. If the whole nation does this, imagine how much huge difference we can make!

2-    Do I use electricity wisely? At day times there is no need for lights. At night I should turn of my computers, ovens etc instead of putting them on ‘sleep mode’. Every single watt matters if I consider the big picture.

3-    When I visit the market, do I encourage shop owners to turn extra bulbs and tube lights off ? Do I encourage them to use one large bulb of 100 watts instead of 5 small bulbs of 50 watts each?

4-    Is it possible to use Solar energy devices at home? I should search in the market to see if solar re-chargeable batteries are available?

5-    Too old appliances (Fans, machines etc) are consuming a lot of energy and increasing my monthly bills. In recent years a lot of new appliances are available which are smart and energy efficient.

6-    Do I turn the lights, fans and other appliances off when leaving the room?

7-    Do I turn the air conditioner off when I am away from home for more than 2 hours? Do I set the thermostat at 24 degrees?  Article written by Junaid Tahir

8-    If I belong to any media company (TV, print, internet, radio etc), can I arrange some seminars for the public awareness? Can I take some steps to share the knowledge with people who do not use internet?
As we know that there are thousands of jobless people because of the closed factories/industries due to energy crisis; the families of such people are living hand to mouth life now a days. So next time, when you carelessly use the electricity, tell yourself that partially you are responsible for the circumstances of those kids who didn’t eat their food as their father didn’t earn because of the closed factory/shop.

ALAIWAH'S PHILOSOPHY About 12 years ago, while studying Arabic in Cairo, I became friends with some Egyptian students. As we got to know each other better we also became concerned about each other’s way of life. They wanted to save my soul from eternally burning in hell by converting me to Islam. I wanted to save them from wasting their real life for an illusory afterlife by converting them to the secular worldview I grew up with. In one of our discussions they asked me if I was sure that there is no proof for God’s existence. The question took me by surprise. Where I had been intellectually socialized it was taken for granted that there was none. I tried to remember Kant’s critique of the ontological proof for God. “Fine,” Muhammad said, “but what about this table, does its existence depend on a cause?” “Of course,” I answered. “And its cause depends on a further cause?” Muhammad was referring to the metaphysical proof for God’s existence, first formulated by the Muslim philosopher Avicenna. Avicenna argues, things that depend on a cause for their existence must have something that exists through itself as their first cause. And this necessary existent is God. I had a counter-argument to that to which they in turn had a rejoinder. The discussion ended inconclusively. I did not convert to Islam, nor did my Egyptian friends become atheists. But I learned an important lesson from our discussions: that I hadn’t properly thought through some of the most basic convictions underlying my way of life and worldview — from God’s existence to the human good. The challenge of my Egyptian friends forced me to think hard about these issues and defend views that had never been questioned in the milieu where I came from. These discussions gave me first-hand insight into how deeply divided we are on fundamental moral, religious and philosophical questions. While many find these disagreements disheartening, I will argue that they can be a good thing — if we manage to make them fruitful for a culture debate. Can we be sure that our beliefs about the world match how the world actually is and that our subjective preferences match what is objectively in our best interest? If the truth is important to us these are pressing questions. We might value the truth for different reasons: because we want to live a life that is good and doesn’t just appear so; because we take knowing the truth to be an important component of the good life; because we consider living by the truth a moral obligation independent of any consequences; or because we want to come closer to God who is the Truth. Of course we wouldn’t hold our beliefs and values if we weren’t convinced that they are true. But that’s no evidence that they are. Weren’t my Egyptian friends just as convinced of their views as I was of mine? More generally: don’t we find a bewildering diversity of beliefs and values, all held with great conviction, across different times and cultures? If considerations such as these lead you to concede that your present convictions could be false, then you are a fallibilist. And if you are a fallibilist you can see why valuing the truth and valuing a culture of debate are related: because you will want to critically examine your beliefs and values, for which a culture of debate offers an excellent setting.

  1. IPPs seek arbitration for payment of dues

    Jan 18, 2009: Power crisis in the country has deepened because five independent power producers (IPPs), producing about 900 megawatts, have shut down six units and approached international arbitrators for the recovery of their dues. The IPPs which have shut down their units are: Japan Power Generation (120MW), AES Lalpir (350MW), Altern Enegry (14MW), Southern Electric Power (135 MW) and Rental 1 & 2 Bhikki (300MW).

    One of them, the Japan Power Generation (JPG), has already approached the Singapore-based International Chamber of Commerce (ICC) for arrears unpaid for the past two and a half years.
    Representatives of the IPPs said the government would soon hear from the ICC on the JPG issue.
    There are 17 IPPs producing 4,4048MW against a total production capacity of 6,229.61MW.

    Other IPPs are: AES Pak Gen (365MW), Fauji Kabirwala Power Company (157MW), Gul Ahmed Energy (136.17MW), Habibullah Coastal Power (140MW), Kohinoor Energy (131.44MW), Liberty Power Project (235 MW), Rousch (Pakistan) Power (412MW), Saba Power (130MW), Tapal Energy (126MW), Uch Power (586MW), Hub Power (1,292MW), and Kot Addu Power (1,600MW).

    One of them has resumed operation after suspending generation for several months.

    The IPPs which are still operating are not producing to their maximum capacity, aggravating the shortage. Sources said the government had paid Rs7 billion to Wapda to distribute it among the IPPs, but it still owed about Rs120 billion.

    According to the government, the country is facing a power shortage of about 4,500MW.

    If all existing IPPs are paid their dues and they start operating at their maximum production capacity, the government will be able to overcome the energy crisis to some extent.
    Instead of paying dues to cheaper power producers, the government has opted to get new rental units, promising them a much higher rate.

    “We are selling power to the government at an average rate of four cent a unit but new companies will get 12 to 14 cents,” said a representative of one of the IPPs.

    Wapda chairman Shakeel Durrani said in a TV program that about 4,000MW would be acquired from new IPPs, and by the end of this year about 3,500 MW would be added to the national grid. Former finance minister Sataj Aziz, however, said the crisis could be overcome by proper power management.

  2. Big brains in and out of the government are busy in suggesting ways and means to resolve the energy crises in the country. Let me put my two cents also in it.

    We have a certain shortfall of about 5000 MWs and can produce 10 to 12 MWs from our various existing sources. It looks that the planners are concentrating on overcoming the short fall and produce all the 17000 to 18000 MWs of electricity that is needed.

    The biggest impediment in meeting the shortfall is the payment of the circular debt amounting to Rs. 500 billion. Even if this amount is somehow managed, we would again be stuck in the quagmire of accumulating more and more debt as the cost of production would be around Rs. 15/= a unit and it would be sold to the consumers at Rs. 7 to 8 per unit.

    Thus causing a loss of Rs. 7 approx per unit !! I would, therefore, suggest that for the present we should immediately make do with whatever electricity we have or can produce without incurring any further loss or debt by trying to complete the shortfall. To achieve it we have to resort to rationing of the electricity. In that :

    1. No ACs in ANY office including Presidency/Governor Houses, except in hospitals where required on emergent basis only.

    2. All businesses and shops to close just before dusk, as is done all over the world.

    3. No illumination of any kind on any occasion. For religious functions candles should be used, if at all.

    4. TV/cable programmes are curtailed to 6 pm to 10:30 pm only. A two hour morning schedule – 10 am to 12 Noon – could be allowed for Sundays.

    5. To discourage use of un-necessary electricity in the homes, offices and business centres/shops etc. anyone, except the electrically run industries/ workshops/facilities, consuming electricity more than Rs. 12,000/= per month should be HEAVILY taxed and his electricity bill be enhanced from 100 percent to 500 percent in proportionate brackets.

    Taking such steps would reduce the electric consumption to the degree that it would obviate the need for Load Shedding in the country. As far as meeting the shortfall and even producing more electricity in future is concerned, well considered long, medium and short term plans and measures can be adopted to do the needful. While doing that the upper most consideration should be the overall national interest which MUST override all other parochial, provincial or regional considerations.
